I have a few dozen files named "To-Do" all being used in different directories, any tips?

I have To-Do under cooking, I have To-Do in business, I have To-Do in music, and I have a folder called To-Do that contains a lot of Todo files as well. I can't use different words and phrases like "Things I have to do" and "required" filenames, ideally I want there to be a file named todo in all directories. THE BIG PROBLEM is that I use Spotlight, which makes it very unorganized for finding filenames. I'll search todo and it will be just random which file shows up, if it shows up at all. Now, if I could search business/todo in Spotlight without actually having to rename the file "business_todo" and "business/todo" then great! I don't do it because I am dyslexic, it's hard enough as it is.

This is a very open question I guess, it might as well be asking "How do you keep good sort of your files that are categorized by directory into different subjects which are broken down into actionable [and motivational] text?"

Thank you, and if somehow this question is TOTALLY INAPPROPRIATE for /r/learnprogramming (I always carry a bit of Cartesian doubt) then I sincerely apologize, and edit this question to "What subreddit does this belong" because I really had no clue where else to put it.
