These are my ideas for skill cape perks, which are coming out this month (but they have probably already decided on them anyway).

Attack: Slices minimum damage is now 50-60%

Strength: Dismember lasts an extra 2 hits. (Does not split damage additionaly)

Defence: Anticipation protects 15-20% damage instead of 10 OR 5% armor stat buff.

Ranged: Acts as an ava's accumulator for all ammo.

Prayer: Provides prayer renewal effect passively
-
Magic: Acts as an elemental staff for fire, water, air and earth

Constitution: Bonfire boosts are 15% higher.

Crafting: Jewlery gives 5+ stat boost
-
Smithing: Melee weapons stats increased by 5%
-
Mining: Chance for ores mined to be instantly turned to bars, without coal.

Fishing: Chance for fish fished to be instantly cooked.

Woodcutting: Chance for log cut to be instantly fletched into a bow or burned. You choose which

Cooking: Do not burn any food.

Runecrafting: Rune pouches do not degrade. Boosts magic weapon stats by 5%

Dungeoneering: Teleports to sinkholes, one free puzzle skip per floor.

Agility: Unlimited run energy

Herblore: Herbs are automatically cleaned and put in vials when operated.

Thieving: Cheeky monkey effect. Stacks with cheeky monkey.

Fletching: Bows and arrows stats increase by 5%

Slayer: Slayer VIP tickets are used every task, for free.

Farming: Ability to check progress on your patches, as well as the ability to use the ardounge cape teleport, if unlocked.

Construction: When making planks, chance to make a plank into a protean plank. Old sawmill effect.

Hunter: Box traps are automatically reset when catching something. Does/doesn't stack with catalyst fragment. What do you guys think of this?

Summoning: Save 40% of charms when making pouches, and can have a spirit cape added to it for its abilities.

Divination: For every memory converted to experience, you gain one energy. 1/3 of what you would get for converting to energy, while still getting xp.

Invention: Each item you dissassemble gives one extra material. E.g. A log gives 1 part or component, but with the cape it gives 2.
Quest Cape Holds 2 perks.
Max Cape & Master quest cape Holds 3 perks. (Max cape confirmed, aswell as comp having 3)
Comp Cape Holds 4
Trimmed Comp Holds 5
What are your guys thoughts on these? I'm not the best balancer, but I think these are mostly fair for requiring 99.
