When is it better to use frozen ingredients rather than fresh ones? And raw ones rather than cooked?

So watching a Kitchen Knightmares episode an owner put raw onions in a hot onion soup instead of cooked to give it more crunch. Ramsay went Ballistic.

I find the owner's reasoning ok, is there something I am missing? I mean wouldn't the hot soup kill off the bacteria from the raw onion and "semi-cook" it?

Ive also read a manga called Food Wars where the main character made an egg dish that was better using a frozen egg rather than a fresh one. This manga is based off of real life cooking and the author has an assistant who is a chef that checks the legitimacy of the cooking stuff.

So is there any scenario where frozen/raw ingredients > Cooked/fresh ingredients besides Sushi and Sashimi?
