[FNV] Can't Spawn Other Courier Dusters

I played Lonesome Road with positive Legion reputation. In the end, I got the Legion duster. That is literally the last thing I wanted, the only reason I even have that much is because I restarted the manufacturing plant beneath The Fort. Furthermore, spawning in new Courier's Dusters gives me more of the Legion one!

Is one of my mods interfering? Is there a mod out there that lets me convert my duster to another version? My load order is below.
