For people training past 99, I think it would be a nice idea if the prayer cape acted as a substitute for the first age cape in the set bonus. That way, you could benefit from the prayer cape perk, as well as get the full set bonus for first age.
This would work just like the cooking gauntlets work with the sous chef outfit.
