Home health advice needed. There's some inappropriate contact going on between an elderly disabled man and a recently hired caregiver.

So I know this isn't totally nursing related, but I figured this would be the best place to post it since y'all are knowledgeable about laws involving this.

I've been working for a guy in his late 60's who was tetraplegia (who I'll refer to as "D"). He has a caregiver with him all day and still lives with his mother, who is in her early 90's. It was recently decided by his mother's doctor that she needed a caregiver to help her with ADLs, keeping up the house, cooking, transportation, making sure she takes her meds, etc.

Both D and his mom are mentally intact.

So D starts looking for a caregiver for his mom and finds a normal-seeming woman in her 30's. She started working last week. When I met her, she would stop talking every time I'd walk into the room that she and D were in and was generally acting sketchy/possibly tweaked out. But whatever, maybe she was nervous. It rubbed me the wrong way, though.

Since last week, she has gone to lunch with D, leaving D's mom and D's caregiver at the house. She hasn't been doing any housework and has mainly spent her time making more messes and talking to D.

While I was at work, I saw a Facebook message pop up between D and his mom's caregiver. He'd asked her for a picture of her breasts, and she sent him one, saying, "Is this good enough?" They've been messaging all day, every day, but this was the first time I'd actually seen any conversations between them.

Is any of this illegal? I'm worried about her motivations and the fact that she's not fulfilling any of her job duties, leaving D's mom to fend for herself just as she was before.

Weird situation, but I don't know if it's necessarily illegal or if it's something I should completely stay out of. So I'm coming to you guys for advice! I haven't mentioned anything to my boss about it.

Edited to add: We are not hired through an agency. D finds his own caregivers on job boards and Craigslist and such.
