The only changes listed in the patch notes to thunder are:

These changes don't address major problems with Thunder

Thunder's nade has a 15 second cool-down, fragger's has a 17 second

Fragger has to cook his nades, thunder does not. Often it is quite easy to predict when a fragger is cooking a nade, making it easy to play around

Fragger is punished with a 10 second cool-down for holstering a cooked nade, thunder gets a 2 second cool-down

Thunder has 30 more hp than fragger
Thunder outclasses his next competitor by a wide margin, leaves little room for counter-play and has the ability to sway the odds heavily in the favor of his team in any team-fight/1v1. Stuns in any game are frustrating to play against but in a shooter like dirty bomb where movement and aim are key it is much worse when you have an ability which takes away players' capacity to do either of those on a relatively tiny cool-down
